Russia Announces Measures
To Address War Threat
March 28, 2012 (EIRNS)—Ensuring war-avoidance through mutual development has always been the hallmark of Lyndon LaRouche's policy. Going back to 1977, when then-President Jimmy Carter, under the influence of Zbigniew Brzezinski, threatened to detonate a World War III confrontation with the Soviet Union, LaRouche defined a policy for Mutually Assured Survival. At the center of this policy was the joint U.S.-Soviet creation of anti-ballistic missile systems based on application of new physical principles, which would serve both as a driver for avoiding war and for a new scientific-industrial revolution of benefit to all.
On March 23, 1983, President Ronald Reagan announced the adoption of LaRouche's policy in the form of what became known shortly thereafter as the Strategic Defense Initiative or SDI. The Soviet government at the time, bent on a utopian policy of gaining military supremacy and under direct British influence, rejected Reagan's offer for joint development of the SDI. At the time, LaRouche warned the Soviets that their economy would collapse within 5 years if they rejected the SDI and, in 1989, the Soviet Union effectively collapsed.
Today, 29 years later, the world is once again confronted with the danger of a World War III orchestrated by British Empire puppet President Barack Obama. And today, LaRouche's policy of Mutually Assured Survival still holds the key to defeating the imperial policy.
Ironically, some leading Russians who were manipulated into rejecting it in the 1970s and '80s have since learned their lesson, and have now taken up LaRouche's proposal in the form of their recently announced Strategic Defence of Earth policy.
On March 22, on the eve of the SDI anniversary, Russian Defense Minister Anatoly Serdyukov announced at a meeting with Prime Minister and President-elect Vladimir Putin, that proposals for the development of weaponry based on "new physical principles" would be presented by December 2012:
"The development of weaponry based on new physical principles; direct-energy weapons, geophysical weapons, wave-energy weapons, genetic weapons, psychotronic weapons, etc. is part of the state arms procurement program for 2011-2020."
Note that Putin himself had highlighted the need to develop such weapons systems, in his pre-election article on strategic matters.
Not only does Serdyukov's statement echo LaRouche's proposals, but it is taken almost verbatim from the mid-1980s writings of Marshal Nikolai V. Ogarkov, and the ideas of Soviet Armed Forces General Staff strategist Marshal V.D. Sokolovsky, author of the famous Military Strategy book of the early 1960s.
Serdyukov's statement follows an address he and President Medvedev had made at a March 20 conference of the defense sector leadership, where they located Russian defense planning in the context of the U.S.-NATO
"deployment of the global missile defense [which] considerably violates the power balance and strategic stability as a whole."
