Rep. Jones's release states that he

"will speak at a press conference regarding a letter that he and a bipartisan group of congressmen sent to President Obama strongly urging him to come to Congress before committing American troops to combat in Syria. Congressman Jones stands by the fact that all Constitutional authority to commit troops lies with Congress, not the President."
