PRESS RELEASEMexican President Enrique Peña Nieto Announces a Development Plan for Southern Mexico, as the Basis for the Security of the NationNov. 28, 2014 (EIRNS)—In a televised speech from the National Palace, Mexican President Enrique Peña Nieto on Nov. 27 announced a 10 point plan for peace, unity and justice, along with a development plan for the southern region of Mexico encompassing the states of Guerrero, Oaxaca and Chiapas, which would have an overall nationwide impact when started. This is the most direct counterattack that President Peña's government has made up to now, to address the ongoing destabilization stirred up, under the pretext of the kidnapping and assassination of 43 teaching students by local policemen from Iguala, Guerrero, associated with the drug mafia. The City of London‚'s mouthpiece, The Economist, that has been coordinating at a distance, the whole destabilization process, since Peñía Nieto let his intentions be known, of getting closer to China and its BRICS development policy, stated today that Peña lost the opportunity of changing course, because instead of a reshuffle of the cabinet, as they demanded, Peña Nieto insisted on the necessity of fighting poverty and inequalities that are the basis of the problem. The 10 points are all together designed to reorganize the municipal police forces, which in many places have been taken over by the drug traffickers, as was the case in Iguala, Guerrero, where the student massacre occurred. He is sending a bill to Congress to organize 32 single police corps across all the states of the union, and put existing municipal police under their control, or simply disband the local municipal police. Another bill will empower the Federal government to take over municipalities infiltrated by the drug traffickers. Measures will be taken to protect human rights, to fight corruption directly, and for many other purposes. To begin the implementation of this plan, there will be a special operation in the states of Guerrero and Michoacan, with all the Federal power brought to bear against the drug networks. But the most important part of the plan is the acknowledgment that development is the only means to really counter the drug economy. First of all, there will be three Special Economic Zones and two industrial corridors which will be implemented. One is the old plan from López Portillo times, to link the Gulf of Mexico (Bay of Campeche) with the Pacific (Gulf of Tehuantepec) through a railroad across the Tehuantepec Isthmus. This is one of the projects that has been discussed with Chinese companies for a year a least. The other industrial corridor will be around the port of Lazaro Cardenas in Michoacan, which is another old plan of López Portillo.
