The Russian delegation to the Feb. 14 talks included Foreign Minister Sergey Lavrov, Defense Minister Sergei Shoigu, among others. Among the Turkish delegation were President Erdogan, Foreign Minister Mevlut Cavusoglu, and Finance Minister Berat Albayrak.
