Arlacchi Created EU Drug Eradication Proposal in 2010, ‘On a New Strategy for Afghanistan’

Aug. 29, 2021 (EIRNS)—Pino Arlacchi, the former Executive Director of the UN Office on Drugs and Crime (UNODC) over 1997-2001, and longtime pro-development, anti-drug policy-leader, has been speaking out strongly through international media and government circles this week on what must be done for the good of Afghanistan and the greater region. On Nov. 19, 2010, when he was a Member of the European Parliament from Southern Italy, he issued the proposal, “On a New Strategy for Afghanistan,” whose central point was that there is no military solution. The report was approved by a large majority of the EU Parliament. Arlacchi at that time was Euro Parliament Rapporteur for Afghanistan.

In his explanatory notes to the 2010 document, he summarized: “Your rapporteur has decided to focus exclusively on four areas where, he believes, targeted action could bring about real changes: international aid, the implications of the recently launched peace process, the impact of police training, and the elimination of opium cultivation.”

Professor Arlacchi, who is on the faculty of the University of Sassari, has been a leading participant in the Schiller Institute’s international conference policy dialogues on Afghanistan over the past weeks.
