Threatened with All-Out Economic Warfare, Putin and Xi Discussed Forming an ‘Independent Financial Infrastructure’

Dec. 15, 2021 (EIRNS)—Yuri Ushakov, Russian President Putin’s foreign policy adviser, briefed the press on the highlights of today’s summit discussion between presidents Putin and Xi Jinping. Ushakov emphasized that “particular attention was paid by the two leaders to the need to intensify efforts to form an independent financial infrastructure to service trade operations between Russia and China. We mean creating an infrastructure that cannot be influenced by third countries,” the Kremlin aide added.

There is particular urgency to this topic. The Biden administration, and especially war party fanatics such as Secretary of State Tony Blinken and Under Secretary of State Victoria Nuland—the chief architect of the 2014 Nazi coup d’état in Ukraine—have threatened to unleash all out economic warfare against Russia, using as an excuse a purportedly planned Russian invasion of Ukraine. There have been specific threats to even expel Russia from the SWIFT financial clearing house system, which is often referred to as “the nuclear option.” These threats date back to the first Biden-Putin summit in June 2021, and earlier.

Ushakov further reported that Putin and Xi “discussed Russia’s idea to prepare and hold a summit of the UN Security Council’s five permanent members. Both leaders consider this idea extremely useful and will work towards its implementation next year,” the Kremlin aide noted. “The topic of cooperation in the Russia-India-China format was addressed,” he added, and the leaders “agreed to continue exchanging opinions in this regard and to endeavor to hold the next summit within the RIC framework in the near future.” Ushakov added: “Putin informed Xi Jinping about the visit to New Delhi on Dec. 6 in this context.”

Ushakov also told the press that “Our concrete proposals [on international security guarantees] were handed over by the Russian Foreign Ministry to the U.S. envoys today, and everything is going to be considered. Of course, we will be ready to discuss them publicly, without holding anything back,” he warned, “as this issue is extremely important for Russia, for ensuring its security. We are going to do this publicly,” the Kremlin aide insisted.
