Wiesbaden, W. Germany, May 9 (NSIPS)—It is now the inescapable duty of many of us inside and outside Italy, to render justice in the case of the cruel torment and brutal murder of a leading citizen of Europe, former Prime Minister Aldo Moro.

If “justice” meant retribution, how simple our task would be. I have beside me a list of prominent figures upon whom the bloody deed of retribution might be quickly wrought without a single error. If a thousand of the Red Brigades and their accomplices had died in an effort to rescue Signor Moro, that effort, whether or not it had succeeded, would have been the pursuit of justice—not retribution. Retribution is no part of justice; retribution is an ugly, heathen act, to which only heathen sheep and pagan judges give the misused name of justice.

In the matter at hand, justice must fulfill the society’s obligation that the dead shall not have died meaninglessly. This must combine justice for the sanctity of the life of the murderer’s victim with justice for the living.

In some cases, it is our rightful course of action to perpetuate the meaning of the lost life by the dedicated furtherance of the deceased person’s useful work. In other instances, as in the case of a simple soldier who dies a hero’s death, justice demands an act larger in importance and dimensions than such a person might have accomplished had he lived. This latter emphasis is required for the case of Aldo Moro.

Aldo Moro died in war, a victim of self-described military forces pursuing their continuing, declared commitment to make war against the nation of Italy. These murderers of Moro are the designated irregular military forces of powers situated partially outside Italy, including the British monarchy, elements of the secret intelligence services of the state of Israel, and are now acting on behalf of Henry A. Kissinger, and others.

The Red Brigades, a military force working with elements of British and Israeli secret intelligence forces, is also conducting a civil war against the government of Italy, in alliance with foreign powers. It designates itself as having a native Italian constituency among Maoist and environmentalist employees of Italy’s Milan post offices and other concentrations, and the designated supporters of the Red Brigades do in fact provide aid and sympathy to those making bloody warfare against Italy. In addition to those so-called popular constituencies of the Red Brigades, the terrorists depend upon vital technical aid and services from traitors in high positions within the nation’s government and other institutions—the so-called men above suspicion.

Many acts of war against Italy have been perpetrated by this evil, murderous force, including many brutal murders and other assaults against innocent civilians. The evil, showcase, cat-with-mouse toying with the life of captive Aldo Moro was the culmination to date of this ongoing declared warfare against the nation.

By the standards of warfare, the Red Brigades and their accomplices stand guilty of aggravated “crimes against humanity,” as such criminality was defined for the cases of notorious Nazis and Italian fascists at the close of the last war. In this case, the outstanding feature of their offense is the torture and murder of a civilian captive. They, their accomplices, and their sympathizers have set themselves outside the ranks of humanity, a criminal conspiracy in which participation alone is sufficient for prosecution.

That is the nature of the act and the nature of the perpetrators and their accomplices. It is to that hideous matter that we must address the application of justice.

The true exercise of justice is the competence of wisdom. Wisdom is the required quality of the judges before which the indicated Red Brigades and their accomplices must be brought. Wisdom is also a required competence among those intelligence, security, and other agencies upon whom the tasks of directing the criminal investigation fall.

It is the task of judges that justice shall be done both to the murdered Aldo Moro and to the living of Europe. The tortured captivity and death of Signor Moro must be transformed into a sacrifice that gives Signor Moro’s having lived and suffered greater meaning for society than had his life continued without this trauma. It is not retribution, but some appropriate great work that weakens the cause of evil in favor of the good.

We must consider the wisdom that must guide the justices, and then we shall turn our attention to the wisdom required for the investigation.

Henry A. Kissinger, Bettino Craxi, and other sly apologists for the criminals have insisted publicly that the terrorists are essentially misguided zealots, engaged in regrettable acts in the pursuit of a legitimate protest. We shall examine Messrs. Kissinger and Craxi appropriately under the heading of the work of criminal investigations. For this moment, consider the argument of Kissinger and Craxi as that of the two miserable creatures pleading amicus curiae in aid of the criminals.

History did not begin yesterday morning, and no magistrate or court can be permitted to judge this case otherwise than from the standpoint of the thousands of years of history, which history instructs us that in persons of the Red Brigades and their sympathizers we have nothing but the crazed beast-worshippers of the Phrygian cult of Dionysus. This evil pagan cult has been constituted repeatedly over the millennia, as the pagan cult of Bacchus, the Ptolemaic Isis-Osiris cult, and as the British-created Odin cult to which Adolf Hitler belonged.

Such cults are not created by the pressures of irrepressible legitimate grievances. They have been created over the ages around a hard core of young people taken into the countryside for mixtures of orgiastic dance and sex and intoxication with psychotropic drugs. In this setting, the hard core of the Dionysian cult is drilled in the oligarchical doctrine that urban-centered civilization must be ravaged in favor of bucolic forms of life, that scientific and technological progress violates nature, and that the elimination of barriers to forbidden sensual practices must be accomplished. Such bands of obscenely degraded Dionysians are then deployed by the priesthood of the cult to murder the city-builders and to bring chaos and ruin upon urban-centered civilization.

That has been the recurring pattern of this cult over thousands of years of its repeated and far-spread resurrections. That is precisely the internal history of the “rock-drug countercultural” cults which are the constituency and auxiliary forces of the international terrorist networks today. This is a cult which degrades its recruits to morally less than beasts, to subhuman, morally insane incarnations of the purest evil to seize mankind over the known history of Mediterranean-centered civilization.

This cult has never been a spontaneous development. The Phrygian cult of Dionysus has always been a striking force created by the cult of Apollo and the Stoicist derivatives of the Apollonian cult. Over the millennia, that cult of Apollo has been the political instrument of what is termed the oligarchical faction. This oligarchical faction has nominally centered around a parasitical aristocracy of bucolic origins and mythologies, a landed aristocracy allied with a financial aristocracy characterized by usury in tax-farming. This oligarchical faction, that portion of the titled and financial aristocracy opposed to scientific and technological, urban-centered progress, has an unbroken factional continuity from ancient Babylon—that great whore that was Babylon—to the present cluster of oligarchical forces rallied around the symbol and actual power of the British monarchy.

This morally imbecilic rabble, the Red Brigades and their sympathizers, are a creation of the covert intelligence networks of the British monarchy, including elements of the Socialist International and Israeli intelligence, and centered in organization around the ancient Genoese “Black Guelph” axis running from Genoa through Geneva through Amsterdam to London. Thus, Geneva financial conduits and the Jura district of Switzerland are the center of international terrorism on the continent of Europe, as has been the case since the House of Rothschild’s creation of Bakunin’s anarchist-terrorist networks.

The Red Brigades, together with PDUP (Party of Popular Unity)-Il Manifesto, Lotta Continua, Autonomia Operaia, Avanguardia Operaia, the Radical Party, the Lombardi-Craxi (Israeli intelligence-linked) currents of the Socialist Party, and similar environmentalist cults, are the instrument of the constellation of oligarchist forces centered around the British monarchy.

They are to be judged. These countercultural forces of the modern Phrygian cults of the pagan god Dionysus are the living incarnation of the mens rea. They are to be so judged.

Wisdom and Investigation

Although key elements of European intelligence and security services largely agree with my own published analysis of terrorism, at least in respect to the facts about the terrorists and their creators, no government, including the government of Italy, has yet adopted that policy or given its intelligence and security forces the directive and mandate for the correspondingly appropriate antiterrorist measures.

The root of this problem is not the government’s reluctance to deal with the terrorists themselves. Governments are not to be blamed casually for this reluctance. Behind terrorism stands the British monarchy, U.S.A. forces associated with both Henry Kissinger and Senator Edward Kennedy, influential circles in Switzerland, and, of course, the government of Israel. In addition to state forces behind the terrorists, there are powerful financial forces, such as those City of London networks associated with Cuccia of Mediobanca in Italy and the oligarchist Agnelli family. To attack the financier forces behind terrorism is to engage in an open confrontation with financial forces which threaten to bring down national credit and national economies. This, aggravated by British secret-intelligence networks within each principal European parliamentary party.

Although Prime Minister Andreotti has checked the Agnelli-centered British-influenced faction in the DC [Christian Democracy—ed.], not to the credit of Cossiga or Marcora, and Berlinguer, Lama, and others have checked British agents Napolitano, Amendola, and others within the PCI [Italian Communist Party—ed.], the honest PSI [Italian Socialist Party—ed.] forces were reduced to a minority during 1976 through a British-intelligence-rigged “cold coup d’état” within that party. Outside the DC and PCI, there is predominantly political rubble or worse. This is aggravated by certain nasty elements within the DC which have sabotaged its efficient connection to leading forces within the church.

If one criticizes what appears to be error and weakness on the terrorism issue among honest heads of governments in Europe, one must advance that criticism with accompanying awareness of the difficulties involved.

Frightened governments have delimited antiterrorist measures to those which do not risk diplomatic or financial reprisals, and which do not rupture the integument of major political parties. In this circumstance, the inadequacies of intelligence and security services’ investigative and counter-measures capabilities are aggravated by governmental policies which prevent agencies from pursuing effective measures of which they are presently capable and from developing improvements in investigative and counter-measures technologies.

The resulting problem is this. The intelligence and security services are confined principally to pursuing a small number of terrorist activists as such, and even those only to the extent that terrorists have been detected in commission of a felony. Even legal methods of containment, such as disrupting terrorists by arresting them and their close associates on routine offenses—such as drug use, illegal occupancy-trespassing, hooliganism, and so forth—and applying the maximal penalties judges should apply to mens rea cases, are most inadequately used. Such methods of harassment are chiefly employed unlawfully against the critics of the terrorist forces, not the terrorists and their countercultural auxiliaries. This is the case in Genoa, Turin, and Milan, notably. In Milan, the post office is a rats’ nest of terrorist auxiliaries, while key PSI elements in the municipal government are shameless terrorist sympathizers in this respect.

Even at best, inductive and deductive methods of intelligence and security investigation and deploying countermeasures are intrinsically ineffectual for the kind of problem terrorism represents. Essentially, the terrorist is like any other professional killer—which he or she is in fact. There is a stock of hundreds of trained terrorists in the Mediterranean-centered region, and there are SAS-trained and other regular professionals plus gangster elements always available to be deployed to a given action. The terrorist who kills in Rome was perhaps in Geneva or some other foreign location the preceding day. In addition to “green borders,” there are various channels under diplomatic screens and corrupted officials to assist delivery of the members of terrorist squads to their next assignments. So, from the standpoint of security work for defense of specific victims, the security agencies can not succeed with the kind of counterintelligence surveillance and related procedures which would be efficient for dealing with an independent, indigenous terrorist force.

Although the terrorist seldom knows any of his controllers as provable British or Israeli intelligence operatives, the planning, logistics, and coordination of terrorist operations is done by protected persons, often persons covered by diplomatic immunities or protected positions in government, parties, or financial agencies. It is most probable that Moro’s entire captivity was spent in or near the center of Rome, in a safehouse arranged by forces “above suspicion.”

As long as intelligence and security agencies are limited by instructions and mandate to methods which presume that terrorists are “an independent, indigenous force,” the security actions are the labor of Sisyphus: terrorist forces and actions will increase more rapidly than death and capture depletes their forces. What intelligence and security forces are permitted to do—chiefly chasing the lowest-rank terrorist expendables from one safehouse and safe-conduit to another—is at best a massive exertion which does not scratch the essential problem.

Only on condition that governments direct and mandate their security forces to deal with the problem of Phrygian Dionysian murder cults, an instrument of a supranational oligarchical faction centered in the British monarchy, can the problem be controlled.
